Smart home purchase subsidies have arrived. To implement Zhejiang Province's consumer goods trade-in program and promote deeper integration of artificial intelligence and consumption, Hangzhou is launching a citywide smart home purchase subsidy initiative to deliver tangible benefits to residents.
The subsidies cover ten categories of smart home products: smart door locks, smart air purifying and dehumidifying equipment, smart sweeping and mopping robots, smart range hoods, smart gas stoves and integrated stoves, smart dishwashers, smart toilets, smart cameras, smart beds including massage chairs and sofas, and smart microwave-steam-oven combination units. Subsidies are provided at 15% of the transaction price, with a maximum of 1,500 yuan per item.
Hangzhou residents can simply log into the "Zhejiang Refresh" mini-program on UnionPay QuickPass to obtain subsidy eligibility and participate at offline stores near their homes, upgrading their smart home living experience and enjoying the vitality of the smart consumption market.
Implementation Period
The 2026 consumer goods trade-in smart home purchase subsidy runs from now until December 31.
Subsidy Coverage
The subsidy covers the following ten categories of smart home products, which must have at least one smart function:
1. Smart door locks including smart cameras: featuring fingerprint or 3D facial recognition and other multi-modal unlocking methods, with anti-pry and abnormal door opening remote alerts and other security functions. Cameras must have abnormal behavior warning and other safety features.
2. Smart humidifiers and dehumidifiers including smart air purifiers: featuring APP remote control, real-time humidity and air quality monitoring, and automatic humidification or dehumidification adjustment.
3. Smart sweeping and mopping machines including smart window cleaning robots: featuring voice interaction or remote control, AI visual obstacle avoidance, scheduled cleaning, and automatic dust collection and washing.
4. Smart range hoods: featuring voice-controlled air volume adjustment and smoke or harmful gas concentration sensing.
5. Smart gas stoves and integrated stoves: capable of linking with range hoods for automatic air volume adjustment, with APP remote control, timed shutoff, and automatic gas cutoff in case of accidental flameout and other safety functions.
6. Smart dishwashers including sterilization cabinets: supporting APP remote control, with AI stain recognition and automatic matching of washing or sterilization modes.
7. Smart toilets including toilet seats: featuring constant temperature heating for water and seat, automatic cleaning and drying, seat-off sensing, automatic lid opening when approached, and prolonged sitting reminders.
8. Smart cameras including action cameras: featuring anti-shake shooting, intelligent scene recognition, AI imaging optimization, and support for APP remote control and cloud-based image storage management.
9. Smart beds and mattresses including massage chairs and sofas: supporting overall lifting, backrest raising, leg elevation, and left-right turning adjustments, with real-time monitoring of breathing, heart rate, sleep and other body metrics, voice interaction, and automatic massage intensity matching based on body condition.
10. Smart microwave ovens including microwave-steam-oven combination units: equipped with smart menus, variable-frequency intelligent temperature control, one-touch smart thawing, scheduling, smart child locks, and smart microwave-steam-oven combination cooking and other intelligent functions.
Subsidy Standards and Requirements
Subsidy standard: Individual consumers purchasing the above categories of products will receive a subsidy of 15% of the final transaction price after deducting discounts from merchants at all stages. Each consumer may enjoy a subsidy for only one item per category, with a maximum subsidy of 1,500 yuan per item.
Product admission requirements: Products participating in the subsidy must have a unified 13-digit national standard product code, must be rated Grade 1 in China's energy efficiency or water efficiency labeling, and must be registered on the energy efficiency or water efficiency labeling website. Subsidized products must have a unique serial number for traceability control to prevent product re-circulation and duplicate subsidy claims.
Application process: The subsidy application method and process follow the province's home appliance trade-in policy. Consumers can obtain smart home subsidy eligibility through the "Zhejiang Refresh" mini-program on UnionPay QuickPass and other platforms.
Time requirements: Invoices corresponding to subsidized products must be issued before December 31, 2026. Product logistics delivery, installation services, and submission of all verification materials must be completed before January 31, 2027.
Fund Allocation Rules
This smart home purchase subsidy fund is implemented under the principle of total special fund control with monthly coordinated arrangements. Monthly subsidy quotas follow a first-come, first-served mechanism until exhausted. Consumers who miss the monthly quota can continue to apply in subsequent months during the policy period, unless the total special fund is depleted.
Other Matters
Market operators participating in the program must strictly comply with policy regulations, truthfully collect and report information on subsidized products, strictly implement price filing management requirements, enforce the "one person, one category, one item" control requirement, and actively cooperate with regulatory authorities in verification. Relevant departments will establish a coordinated supervision mechanism, using big data technology to strengthen oversight of subsidy fund usage and market operations, severely cracking down on false declarations, subsidy fraud, and other illegal activities to maintain a fair and orderly market environment. Various platform enterprises and business operators are encouraged to simultaneously carry out promotional discount activities, stacking policy benefits to enhance consumer satisfaction.
